The scope will build from the Highland Avenue Connector Road Study (2001). Tasks will include analyzing if the previously proposed alignment between Rumery Street and Highland Avenue needs further refinement, updating key findings and conditions on traffic, safety, environmental, and land use conditions, and analyzing the feasibility of the project utilizing a cost benefit analysis. The Study will deliver a 30% engineering design plan set proposing a preferred roadway alignment. The study will also detail out the timeline and initial costs for construction of the roadway. The final product will allow the City to engage in right of way acquisition negotiations, and will provide a clear and defined scope of work to allow for environmental permitting that will commence should the City Council wish to proceed with next steps in realizing the roadway.
