The Contractor’s services are to include but not be limited to the following: 1. Manage the receiving of clean wood/yard waste and food waste at the compost facility. 2. Manage and perform the grinding of wood and yard waste using the appropriate equipment, including up to large trees and stumps. 3. Compost in accordance with SCDES regulations the incoming wood/yard and food waste materials using the most effective and up-to-date composting methods. 4. Permit a new facility within the footprint of the Edmund Landfill property to allow food waste composting. 5. Plan, develop, and construct as necessary facility upgrades that at a minimum meet the requirements for a SCDES Type II Compost Facility. 6. Develop and implement a successful marketing strategy/program for all composted material.
