1.1 Project Background and Goals. FJWSS was established in 2019 as a “joint system” pursuant to Title 6, Chapter 25 of the South Carolina Code. The current members of FJWSS are Fairfield County, South Carolina (“Fairfield County”), the Town of Winnsboro, South Carolina (“Winnsboro”), and the Town of Ridgeway, South Carolina (“Ridgeway”). FJWSS plans to build a new wastewater system to serve portions of southern Fairfield County, which is expected to include a 2 MGD wastewater treatment facility with modular expansion capabilities up to as much as 6 MGD. The plant is expected to be located in southwestern Fairfield County discharging into the Broad River. Also included with this project are any necessary pump station(s), approximately 13 miles of conveyance lines, and other necessary appurtenances to convey wastewater from the existing collection systems along Highway 34 and Peach Road to the proposed wastewater treatment plant (collectively, the “Project”). The Project will be integrated and connected to a FJWSS project that is currently underway to construct a regional pump station and conveyance lines to connect to the Winnsboro existing wastewater treatment plant (the “Winnsboro Connection Project”). The Project and its integration with the Winnsboro Connector Project are more fully described in a Preliminary Engineering Report for Wastewater Treatment Facility, which is distributed along with this RFP. Certain components of the Project, such as the location of the regional pump station, the site of the wastewater treatment plant, the general route of the force main connecting the regional pump station to the wastewater treatment plant, and the general location of the discharge into the Broad River, have been determined. FJWSS is willing to entertain alternative proposals and approaches concerning the wastewater treatment plant and its technology and treatment methods.
