2.2 OBJECTIVES AND GOALS A. EBD is seeking a TPA(s) who can provide a program that enhances fiscal health for the State and reliable health coverage for ARBenefits members. The TPA will be responsible for administering healthcare benefits for all State and public school employees. There are approximately 160,000 total lives covered under the ARBenefits plan, which includes 70,716 members (individual employees). That breaks down to 24,538 State employees and 46,178 public school employees. EBD is seeking TPA(s) for the administration and management of Health insurance and a Medical Management Program (and potentially EAP services) for the eligible Arkansas Recipients. Page 9 of 43 B. EBD is seeking a TPA(s) for the administration and management of the two (2) combined Major Service Components (and potentially EAP services) for the eligible Arkansas Recipients. C. EBD is seeking a TPA(s) to identify cost savings opportunities for the State of Arkansas via lower administration fees, larger provider discounts, or more effective medical management. D. EBD is seeking a TPA(s) to assure overall competitive financial features. E. EBD is seeking a TPA(s) that offers provider networks that create very good access for members. F. EBD is seeking a TPA(s) who will avoid unnecessary disruption of the member-provider relationship.
