The goal of this RFP process is to identify a vendor to provide training content that will be accessible via the established COD LMS. The intent of the COD is to purchase learning content, not a Learning Management System. The City of Durham intends to host the training content on its own Learning Management System, currently Cornerstone, and soon to be Oracle Cloud. The proposed training content should provide training that is current, relevant, and consistent with the needs of today’s workforce. The accessibility to the content should be available 24 hours a day, 7 days a week for uploading to and integration with the City’s LMS, with the ability to support learning and development for 2,400 full-time employees across 26 departments and a variety of functions. The training courses should have a diverse group of presenters, and it should be provided in multiple formats not limited to e-learning, interactive video, and self-paced. The proposed content should also contain options appropriate for employee levels that range from senior manager to individual contributor and employees who work in skilled and unskilled trades, and it should consider the diversity and variety of education levels of the City’s employees.
