This document constitutes a request for competitive, sealed proposals for the provision of vinyl products as set forth herein for the Missouri Department of Corrections, Missouri Vocational Enterprises, Distribution Center (hereinafter referred to as “state agency”) by means of establishing a Qualified Vendors List (QVL) of suppliers for the State of Missouri in accordance with the requirements and provisions specified herein. The purpose of this document is to establish a QVL for future vinyl products purchases made by the state agency, to enable a more seamless procurement process, foster competition, and to promote a consistent high-quality delivery of products regardless of market volatility. With consideration to a vendor's inability to hold pricing for a substantial amount of time based on the high demand and required vinyl products, the State of Missouri desires to establish contracts with qualified suppliers of the vinyl products, as specified herein.
