1. Detailed Components 1. One network video recorder to be installed at the SCECC in a customer-provide rack capable of retaining audio and video for at least six (6) months (10fps continuous low resolution, 10fps max resolution event. 2. Interior coverage for operations floor: Minimum of nine (9) interior cameras, each with minimum 4MP sensor resolution, for coverage of eighteen (18) dispatch consoles as well as the overall operations floor of the SCECC. Each camera must be capable of viewing and recording content clearly on any of six (6) computer screens on all consoles as well allowing for the clear identification of the personnel operating said computers. 3. Interior coverage for general areas: Minimum of seven (7) interior cameras, each with minimum 4MP sensor resolution, for coverage of all SCECC building hallways, SCECC building entrances/exits, the SCECC kitchen & common area, SCECC server room, the EOC, and the maintenance room. Each camera must be capable of viewing and recording content clearly within these areas allowing us to positively identify all persons in said areas. 4. Exterior coverage: Minimum of five (5) exterior cameras, each with minimum 4MP sensor resolution, and three (3) intercoms, each with minimum 2MP sensor resolution with integrated cameras for coverage of main SCECC entrance & exit, main vehicle gate, main pedestrian gate, four (4) sides of the SCECC building and the adjacent parking lots of the SCECC facility. Each camera must be capable of viewing and recording content clearly in daylight, dark, and all weather conditions within these areas and allowing us to positively identify all persons and vehicles in said areas. 5. Existing wiring: Diagnostic testing for the existing wiring should be performed by the winning bidder to determine if any wiring is faulty. See notes in section E. 6. Interior cameras shall be wired. 7. Surge suppression on components. This listing of components is not meant to be all inclusive. The proposing entity should independently verify the components required prior to providing a response to this RFP. 2. System Capabilities The proposed system shall have, at minimum, the following capabilities: 1. Interior cameras shall have video and one-way audio functionality 2. The on-premise server dedicated to the system shall be capable for retaining / storing data for 6 months with options of backup availability 3. Viewable on Windows, iOS, and Android platforms 4. Remote capabilities including live and recorded data viewing 5. Exporting footage 6. Intercoms at the main entry / exit door, vehicle gate, and pedestrian gate shall have video and two-way audio functionality. 3. Installation Installation of the system and removal of applicable existing equipment should occur during Monday through Friday between 7am and 5pm unless otherwise agreed upon by the SCECC. The winning bidder shall have the ability and equipment to reach elevated areas for the installation of new equipment and removal of old equipment. 4. Warranty All components must be covered by a minimum 90-day parts and labor warranty from the awarded vendor. Manufacturer’s standard warranty coverage shall apply to components following initial parts and labor warranty from vendor. 5. Training Initial training shall be provided to SCECC staff regarding proper care and operation of the security camera system. This shall be included in any proposed pricing provided in response to this RFP. 6. Support and Service Onsite support and service must be available from the awarded vendor following installation. As part of the RFP response, proposers shall provide detailed costs for onsite support and service.
