Please note: This is a Sole Source Notification. Twilio SMS services for dual factor authentication for the state-wide vendor self server site. The site was developed as part of the overall ERP solution for the State by CGI Technologies. The State of WV currently uses CGI Advantage product line to include the Vendor Self-Service (VSS) portal. In an effort to secure and verify users, the state will be implementing Dual Factor Authentication both by email and text messaging. Currently CGI only offers the text messaging verification through Twilio. Furthermore, Twilio shares compatibility with the state's new identity management platform that will be replacing my apps and can be used for both rather than having multiple vendors provide MFA to the State.
