Crash Data Analysis: - Evaluate all intersections in the study area for patterns of crashes, with a focus on crashes involving a bicycle or pedestrian. - Determine if the crash patterns indicate that specific countermeasures will likely result in a safety benefit for these and similar intersections. Existing Conditions Data Collection and Analysis Data Collection- Conduct new counts on half of the intersections. These new counts will need to be along the priority corridors. Old counts can be used for the other intersections and brought current using changes in traffic growth by comparing the old counts with the new counts. Expectation is 30 new traffic counts. - Existing intersection evaluation o Synchro modeling using current volumes and currently programmed signal timing. o Existing phase orientation and crosswalk widths will be documented as well as existing LPI, Walk and Flashing Don’t Walk times. o Traffic counts will include all vehicle and bicycle turning movements, and pedestrian crossings during the AM peak period (7am to 9am), Midday (11:30am to 1:30pm), PM peak period (4pm to 6pm), and early evening (free flow condition) from 8pm to 10pm. o Review latest 5 years worth of crash data. Determine if there are crash trends or unusual crash patterns. o Review travel time and speed along 7 corridors including Liberty, Commercial, Marion, Center, Trade, Ferry (Bellevue), and 12th St. During the four signal plan periods. Alternatives and Recommendations Based on project descriptions and goals. Information should include the following under both existing and recommended final conditions: - Leading Pedestrian Interval policy recommendations and proposed intersection changes - NTOR policy recommendations and proposed intersection changes - Speed Limit change recommendation (which corridors will be 20 mph, which will not) - Signal subsystem recommendations (parts of system running different cycle lengths than others during certain plans - 4 new timing plans for each intersection (nights, am, midday, pm peak) - Synchro model for each of the new timing plans - Spreadsheet with existing timing parameters; LPI, Walk and FDW and cycle length, splits, and offsets for each plan that can be readily input into the McCain signal software program. - Any other information that will help address the project issues and goals
