. Preconstruction - During the pre-construction phase, services include attending pre-construction meetings to establish communication protocols and set clear expectations. Potential challenges are identified, and recommendations are provided to mitigate risks before construction begins. Additionally, coordination with the Town of Fairfield Project Manager is facilitated to ensure proper utility coordination, in alignment with the bid set plans and utility addendums. b. Meetings - The Consultant shall conduct weekly progress meetings and special meetings as required to discuss procedures, progress, problems and scheduling with the Contractor, Town and Design Engineer (if necessary). The Consultant shall prepare minutes of all meetings and distribute minutes to all attendees. Action items and persons or firms responsible for actions shall be identified in each set of minutes. c. Coordination and Liaison - The Consultant shall assist in the coordination and liaison between all parties affected by the project including coordination with business owners, property owners. The Consultant may be required to establish and maintain liaison with State Agencies, City Departments, Utility Companies, City Consultant’s and local community groups. d. Schedule - The Consultant shall review and recommend action on the Schedule submitted by the Contractor, and ensure that the approved schedule is adhered to. The Consultant shall ensure that the Schedule is maintained so that it can serve as a current and accurate management tool for the Contractor and Town Project Manager. e. Shop drawing reviews and approvals –This will include receiving and reviewing shop drawings from the contractor and sending the drawings for approvals to the Design Engineer or other required parties. The Consultant shall submit the checklist and approvals of all the items to the Town. f. Review and approve change orders and/or any modification to the original contract - Review the Contractor’s potential change orders for extra work or schedule delay claims, and prepare cost and schedule impact reviews, as well as independent cost estimates of extra and/or additional work items and work description/justification as necessary. The Consultant shall gather extra work order information related to field directives or Contractor's claims for extra work and other correspondence. If necessary, the construction inspector shall provide a detailed estimate for all extra work orders and Contractor's claims. The inspector shall be present and assist during negotiations if necessary. The inspector shall assist in determining appropriateness and merit of each extra work order claim by Contractor.
