The State of Mississippi State and School Employees’ Health Insurance Management Board (Board) seeks sealed competitive bids from qualified, experienced vendors to provide decision support services and related health care analysis consulting services to the Board related to its management of the State and School Employees’ Life and Health Insurance Plan (Plan). The Plan’s health insurance component is a self-insured, non-ERISA (Employee Retirement Income Security Act of 1974) health insurance plan, currently providing health insurance coverage to approximately 190,000 participants. Eligible participants in the Plan include active, retired, and Consolidated Omnibus Budget Reconciliation Act (COBRA) employees (and their enrolled dependents) of the State’s agencies, universities, community colleges, school districts, and public library systems
