The Town is soliciting proposals from qualified engineering firms (referred to in this RFP as “Consultant” or “Respondent”) to provide professional services with respect to the dredging and beach restoration at the pond in the municipal park known as Merwin Meadows Park (the “Project”). The Consultant will report to the Town’s Parks & Recreation Director. The Project will be divided into three phases as follows. PHASE 1: ANALYSIS AND RECOMMENDATIONS. The Consultant will be expected to present a written report that includes the following: a detailed description of existing conditions; a detailed description of a recommended course of action; a discussion and recommendations as to project scale and methodology; conclusions as to required governmental permits; an estimate of cost of work (for budgeting purposes); and an estimate of the time required for a contractor to complete the work. The report should include a recommendation as to a suitable and appropriate destination for dredged material. The report should include an estimate of the time required (i. e., measured in days) to complete Phase 1. PHASE 2: PROCUREMENT. The Consultant will assist the Town with preparing an RFP for a dredging and beach restoration contractor and evaluating the proposals submitted in response to the RFP. The Consultant should include an estimate of the time required (i. e., measured in days) to complete Phase 2. PHASE 3: ADMINISTRATION. The Consultant will assist the Town with monitoring and inspecting the work of the dredging and beach restoration contractor, evaluation of change order requests and certification of applications for payment. The Consultant will advise and assist the Town with any and all governmental filings that may be required following completion of the work. The Consultant should include an estimate of the time required (i. e., measured in days) to complete Phase 3.
