The Department of Administrative Services is seeking proposals from qualified firms to provide consulting support related to air permit requirements. This will primarily encompass the training of multiple staff members on the process to obtain, maintain and record usage for proper air permits to avoid high stake fines in the future. The core services expected to be provided by the successful bidder include: 3.1.1. Air Emissions Bid Support - Assist with the preparation and issuance of competitive bid documents and obtain pricing and agreements that are acceptable to the State and align with the State’s air emission consulting objectives. Consulting services expected to be procured include: 3.1.1.1. Environmental Protection Agency (EPA) Published Factors 3.1.1.1.1. Assist agency with the knowledge and understanding of how the EPA describes and enforces emission tests and inspections 3.1.1.2. Mathematical training on various fuel types (oil, diesel, gasoline, etc.) and how emissions are calculated and inspected 3.1.1.3. Training of staff within the agency on continued reporting and maintenance of ongoing permits required 3.1.2. Fuel Group Forecasting – Provide fuel market monitoring and risk analysis to advise and assist the State with various means of upgrading establishments with lower emission heating and power options as current sources life expectancy fails. This shall include assistance with budget projections, fuel pricing and availability, and weather data analysis. This must include short- and long-term forecasting with notifications of market fluctuations that can or may impact the State.
