SCOPEOF WORK The South Dakota Board of Regents issues this Request for Proposals (RFP) for a third party to conduct pre-employment background checks and sanction screenings for the public university system, including six universities, the Board of Regents office of the Executive Director and two special schools. The Contractor will provide, upon request by SDBOR, a background screening package for preemployment and re-screening for employees and contractors in accordance with the specifications below. Specifications 1. The Contractor will provide an executive summary outlining the Contractor’s organization and the services provided. 2. The Contractor will provide certification of compliance with Provide a certification of compliance with all applicable Federal, state and local laws, rules, regulations and statutes. 3. Describe the capability for integration with applicant tracking systems and provide a list of partner or compatible applicant tracking Contractors. Contractor will identify the costs, if any, to implement integration features. 4. The Contractor must certify that criminal records, credit reports, sex offender status, driving records, etc. can be obtained for each state and internationally. 5. Contractor will provide pre-employment background screening packages and schedule of fees to include, at a minimum, a Social Security trace, a Global Sanctions and Enforcement, a National Criminal report, and a complete criminal report from all Federal Districts, the State, and the Counties in which the applicant has lived or has worked in, for a minimum of 10 years, unless restricted by individual state mandates relating to the Fair Credit Reporting Act (FCRA). Services in detail should include: a. Academic Qualification Check b. Professional Qualification Check c. Previous & Current Employer Verification, including international employers. d. Criminal Felony and Misdemeanor – State and Federal e. Employee Credit Report f. SSN Validation and Verification g. Professional Licenses – Provide list of licensures that can be verified. h. Motor Vehicle Records i. National Sex Offender Registry j. Global Sanctions and Enforcement k. Prohibited Parties l. Any other applicable verifications that are available from the Contractor. 6. Contractor’s service must with a secure web-based client access capability for ordering and receiving reports and account management. The system must allow web-based report requests and review of reports electronically 24 hours per day, seven (7) days per week. The system must use integrated data encryption for security and confidentiality in data access and transfer and shall require personal, individual user identifications and passwords for authorized access. The system shall incorporate an auto-logout feature, password failure lockout, and periodic mandatory password reset. 7. Assigned administrator(s) of the Board of Regents and Institutional accounts shall have the ability to view all activity and reports as performed by another designated staff member. If pricing varies based on the number of administrators or users, please include options in the cost proposal. 8. The Contractor must be able to provide security provisions for each institution, with separate accounts for each institution/university served. 9. Contractor will provide information regarding experience with educational checks and employment verifications. 10. Provide a schedule of all fees for individual screening selections and verification packages, in addition indicate the costs, if any, for setup and implementation fees and a proposed payment and invoice schedule. 11. Contractorwill provide a list of average turnaround times for both national and international background verifications. 12. Contractor will provide all reporting capabilities of online system, including reporting capabilities. 13. Describe the Contractor’s compliance with digital accessibility requirements.
