The South Dakota Department of Social Services (DSS), Division of Behavioral Health is seeking a qualified vendor to perform a rate study of Substance Use Prevention Services. In addition, the Division of Behavioral Health is interested in an analysis and recommendations that may include options for an incentive-based payment method that incentivizes high-quality, cost-effective prevention strategies and activities with demonstrated outcomes. The vendor will gather data from providers and other sources, perform research and cost analysis on the current model and alternative models, develop rate models and a fiscal impact for services, facilitate stakeholder engagement including workgroup meetings, and draft a final report.
