3.3.1 OPERATIONAL PARAMETERS Facility shall be open for the following hours: Sunday, Tuesday, Thursday, Friday, and Saturday: 11:00 AM to 6:00 PM Wednesday: 12:00PM to 8:00PM Mondays: closed Swim Lessons shall be offered 5 days per week, 45 minutes minimum per day Private pool rental options, during regular operational hours and after 6:00 PM Lifeguard services to Waikiki Beach at Winter Island 7 days per week, 6 hours per day (actual hours to be determined based on mutual agreement between City and Vendor) 9-week Season (start date to be determined based on mutual agreement between City and Vendor) Option to invoice separately for additional weekends agreed upon based on weather Vendor shall turn over cash collected for daily fees to the City daily (timetable and method to deliver determined based on mutual agreement between City and Vendor). 3.3.2 AQUATICS MANAGEMENT Oversee daily pool chemistry in compliance with the Massachusetts Department of Public Health Ensure that the facility and lifeguards are equipped with all safety and rescue equipment as required by the Massachusetts Department of Public Health Implementation of rules and regulations to maintain a safe environment at all times in compliance with state regulations Enforce pool capacity regulations in accordance with state standards and maintain adequate staffing at all times Have a trained supervisor on duty during the peak hours of operation each day the pool is open Hire, train and supervise YMCA or American Red Cross certified lifeguards to have on duty during the hours of operation of Forest River water properties Assure that each lifeguard so provided shall have current CPR, First Aid and Automated External Defibrillator (AED) certifications as required by the Massachusetts Department of Public Health Hire, train and supervise swim instructors and grounds staff Maintain proper staff records that include current copies of certifications as mandated by the State of Massachusetts in addition to records of admissions, passes and all related documents Provide an eight (8) hour pre-season training that will include, but not limited to the following: Design and implementation of an emergency action plan Lifeguard responsibilities and policies Maintaining a safe swim environment Review of appropriate and efficient rescue techniques Provide weekly in-service trainings to lifeguards & swim instructors that will prove to be beneficial for staff development and emergency preparedness. Ensure that the facility and related grounds are consistently kept in safe and sanitary conditions including hosing the pool deck regularly. Follow all Department of Public Health regulations accordingly Provide facility staff scheduling, management, and evaluations Provide swim program planning and implementation Enforce Pool and facility rules Monitor the accessible chair, replace and charge battery daily Daily pool deck set up including but not limited to: opening umbrellas, monitoring trash, straightening out chairs, informing management about furnishings deficiencies) Provide cleaning vendor or personnel to oversee facilities for a minimum of 19 hours a week 3.3.3 SWIM INSTRUCTION SERVICES Offer free swim lessons to the City of Salem residents. Hire, train and supervise swim instructor staff Provide YMCA or American Red Cross certified instructors for optimal swim instruction Provide lesson planning tools for swim instructors to enhance swim lesson sessions and instructor development Supply instructional equipment necessary to execute optimal swim lesson sessions 3.3.4 COMMUNITY EVENTS Vendor shall offer free events to the community including, but not limited to: Discounted lifeguard/junior lifeguard education and certification Independence Day event Themed family gatherings Coverage for private pool rental options 3.3.5 CITY RESPONSIBILITIES The City of Salem shall be responsible for the following: Certified Pool Operator Ordering chemicals Pumphouse maintenance and repairs
