1. Assess Flood hazard risk in the watershed that includes the City of St. Louis a) Utilize and integrate existing flood-risk mapping data b) Review and incorporate available flood-risk data, including previously gathered and prepared data from FEMA, PDA, CEMA, MSD, GCC in addition to new research. c) Focus special attention on the water flow within the watershed that includes the City of St. Louis to identify heightened flood risk from water from the county flowing into the city. Use the resulting research and design recommendations to inform aligned development of GSI between the City, County, and MSD in the watershed that includes St. Louis to reduce flood risk in the City of St. Louis. d) Develop new Analysis on future Flood Risk (1) Build on available flood risk data with new analysis of stormwater runoff models, floodplain maps, and rainfall patterns. Analysis should consider Climate Change as a factor in increased intensity and frequency of storms. 2. Analysis of Existing Green Stormwater Infrastructure in the St. Louis Region a) Conduct Green Stormwater Infrastructure Impact Evaluation (1) Over the past 15 years, a number of GSI projects have been implemented in St. Louis - largely as part of MSD’s fulfillment of an EPA Consent Decree. The efficacy of these MSD GSI projects, as well as others, has largely been unmeasured. Deliver a comprehensive review of all major existing GSI projects to determine effectiveness.
