Scope of Work (Preliminary Engineering Report and Environmental Documents) The Engineer shall: Visit the existing water treatment plant and identify locations for possible facility relocation, if required. Advise the Town of any need to further obtain, furnish, or otherwise make available to the Engineer additional Project-related data and information for the Engineer’s use in the study and evaluation of potential solution(s). Prepare a Preliminary Engineering Report that will, as appropriate, contain schematic layouts, sketches, and conceptual design criteria with appropriate exhibits to indicate the agreed-to requirements, considerations involved, and Engineer’s recommended solution(s) with approximation of the total project cost including construction, contingency, professional services and related potential project soft costs. This report shall be prepared in accordance with guidance found on NCDEQ’s website as follows: (https://deq.nc.gov/about/divisions/water-infrastructure/i-have-funding/engineering- reportenvironmental-information). Prepare an Environmental document as related to the level of environmental review determined for the potential project(s). The Environmental document(s) shall be prepared based upon the determined level to meet environmental requirements as defined by 7 CFR 1780.55. Include during preparation of the PER, evaluations and recommendations for management and funding options to support project implementation. Furnish a specified number of copies of each Report within a time frame to be established in the Agreement between the Town and the awarded Engineering Firm. Scope of Work: Subsequent Project Implementation Once the Town has received approval of all Preliminary Engineering Report(s) and Environmental Documents, Engineering Services shall include all standard tasks necessary to secure project plans, specifications and permits for construction in conformance with Federal and State regulations and requirements. The Engineer shall: • Prepare the final design and construction plans, permit applications and bid packages in conformance with applicable regulations and requirements. • Supervise the bid advertising, tabulation, and award process, including preparing the advertisements for bid solicitations, conducting pre-bid meeting, conducting bid opening, and issuing the notice to proceed. • Obtain all necessary permits prior to initiation of construction activities. • Conduct the pre-construction conference. • Oversee the completion of necessary surveying and field stake-out, perform on-site supervision of construction work, and prepare intermediate and final inspection reports. • Review and approve all contractor submittals, requests for payment, change orders, and submit approved requests to the governing body. • Providing reproducible plan drawings to the Town upon project completion. • Conduct final inspection and testing. • Submit certified “record” drawings to appropriate authorities. • Prepare an operation and maintenance manual for the implemented system components. Any contract for design/services arising under this Scope of Work must be freely assignable to any other management entities in the sole discretion of the Town.
