Overview. The Contractor shall provide an aircraft maintenance program for the City and County of Honolulu (“City”) aircrafts, which are for the Honolulu Fire Department (“HFD”) and the Honolulu Police Department (“HPD”). The maintenance program shall include inspections, reporting, maintenance, repair, ordering replacement parts, and maintaining lubricant/high usage part inventories for the City’s aircrafts. The Contractor shall be required to perform the work at any location on the Island of Oahu and at any time of the day or night for emergency repairs. The fabrication of a new aircraft or the purchase of a new aircraft shall be outside of the scope of this contract. II. Background on the City’s Aviation Programs. A. City's Aircraft Fleet The City's aircraft fleet consists of the following aircrafts: Four (4) MD520N (500N) Two (2) MD500E (369E) One (1) Bell 429 The City reserves the right to negotiate with the Contractor to increase the total number of aircrafts covered under the maintenance program should the City obtain additional Aircrafts. B. City's Aircraft Facility The Contractor shall maintain the City's Aircrafts at the City's aircraft facility. C. City's Officer-in-Charge After the execution of the contract, the City shall designate Officers-in-Charge for the aircraft fleet. III. Mechanic Requirements. A. Required Mechanics The Contractor shall have a minimum of two (2) qualified mechanics available to respond on a twenty four (24) hours, seven (7) days a week basis. The Contractor's mechanics shall respond within one (1) hour of being notified or as otherwise requested by the City's Officer-in-Charge. B. Mechanic Approval Process The City and the Contractor shall complete a pre-approval process for mechanics working on the contract. 1. Submittals for Approval The Contractor shall submit the following within a minimum of thirty (30) calendar days prior to the initially scheduled mechanic work to the City's Officerin-Charge for review and approval. a. Proof of Mechanic Qualifications 1) Proof that the Mechanic is a qualified Airframe and Powerplant (“A&P”) Mechanic certified by the Federal Aviation Administration (“FAA”). 2) Proof that the Mechanic is in compliance with the Code of Federal Regulations (“CFR”), FAA requirements applicable to the City's operation. 3) Proof that the Mechanic has a minimum of five (5) years of experience working on MD Aircrafts. 4) Proof that the Mechanic has a minimum of three (3) years of experience working on No Tail Rotor Aircraft. 5) Proof that the Mechanic has Bell Factory Training for model 429. b. Proof of a Clean Background Check The Contractor shall provide, at no additional cost to the City, an up-to-date security background check for the Mechanic. c. Proof of a Clean Drug Test The Contractor shall provide, at no additional cost to the City, an up-to-date drug test for the Mechanic.
