2.3.1 The contractor shall provide electrical services including, but not limited to maintenance, repair, and minor modifications of the following: a. Troubleshooting and repairing electrical problems. b. Performs installation, preventive maintenance and repair on electrical appliances and motors. c. Installs, maintains, and repairs electrical power transmission, lighting, communication, signal, or alarm systems, instruments, appliances, and apparatus. d. Lighting systems maintenance and repairs. e. Lighting systems and retrofits. f. Perform or subcontract annual lightning protection, as needed. g. Perform or subcontract infrared scanning (PEDA scan) of electrical systems, as needed. h. Inspection, maintenance and/or repair of emergency power supply system (EPSS) as needed. 2.3.2 The contractor shall complete all work in compliance with applicable plans, specifications, codes, laws, and regulations in conjunction with National Fire Protection Association Codes (NFPA 70E, NFPA 110). 2.3.3 The responsibilities of the contractor shall include, but not be limited to, the following. a. Contractor shall provide all supervision, labor, tools, and equipment to perform the electrical services. b. On any response to a service call, the electrician shall record the work. The work ticket will show the time spent on the job, work performed, and all materials or subcontractors used for the service call. c. Contractor’s employees are to report any safety hazards, evident misuse or damage to the equipment or environmental problems directly to the Facilities Supervisor. d. Any shutdown of service and/or utilities must be approved and scheduled with the Facilities Supervisor. e. The Contractor shall be responsible for the removal of all debris and trash before leaving the work area. 2.3.4 Substitutions: The contractor shall not substitute any item(s) that has been awarded to the contractor without the prior written approval of the state agency. a. In the event an item becomes unavailable, the contractor shall provide a suitable substitute item. The contractor’s failure to provide an acceptable substitute may result in cancellation or termination of the contract. b. Any item substitution must be a replacement of the contracted item with a product of equal or better capabilities and quality, and with equal or lower pricing. The contractor shall understand that the state reserves the right to allow the substitution of any new or different product/system offered by the contractor. The state agency shall be the final authority as to acceptability of any proposed substitution. c. Any item substitution shall require a formal contract amendment authorized by the state agency prior to the state acquiring the substitute item under the contract. d. The state may choose not to compel an item substitution in the event requiring a substitution would be deemed unreasonable in the sole opinion of the State of Missouri. The contractor shall not be relieved of substituting a product in the event of manufacturer discontinuation or other reason simply for reasons of unprofitability to the contractor.
