Conduct an initial review of current Authority procurement policies (the current policy is anticipated to be replaced by an updated set of federal and non-federal policies as well as a Section 3 Plan at the February 10 meeting of the Authority Board of Commissioners); Provide recommendations for updates and changes to Authority procurement policies and Section 3 Plan, to ensure compliance with applicable regulation and conformance with current best industry practice; Draft Authority procurement procedures based upon updated policies and Section 3 Plan to provide Authority staff with a step by step process to follow for procurement of goods and services and for compliance with Section 3 obligations; Review and revise Authority solicitation and contract forms to match updated policies, Section 3 Plan and procedures; Create contract management database to track Authority contract lifecycle, Section 3 compliance and enter data for current contracts into same; Assist in all phases of solicitation (to include, but not be limited to drafting solicitations, posting solicitations, coordinating answering of any vendor questions, review of responses for responsiveness and vendor responsibility, coordination of response review and drafting of award memoranda and associated documentation, population of procurement files) for Authority procurements upon request (the Authority has a large procurement backlog); Train Authority staff on procedures and use of contract management database; and Provide other related services as needed.
