The Minnesota Pollution Control Agency is seeking a supplier to provide Regulatory Enforcement Negotiations Training. The MPCA is responsible for ensuring that thousands of permitted facilities and other regulated parties in the state comply with rules and regulations designed to protect the environment and human health. Minnesota Statute 116.072, 115.071, 116.07, subd. 9, 115.03, and 115.071. 2024 MN Statutes. Qualification: 1. A bachelor’s degree in law or public administration 2. Five years of experience in regulatory enforcement negotiations training Location: In person at MPCA 520 Lafayette Road, St. Paul, MN 55025 Participants: Up to 30 enforcement staff at each training session. Schedule: Two sessions (minimum of 4-hours, maximum of 8-hours). To occur between March 24, 2025 and April 30, 2025. Dates to be agreed upon by both parties. Provide an existing training that has the following qualities: 1. Interactive and engaging to participants. 2. Fundamental principles of negotiation with an emphasis on regulatory enforcement 3. Provide training materials that include the following: • Printed references guides • Printed strategic planning documents and templates. • Access to course material available to participants as part of the training. Travel expenses: 1. Travel expenses (airfare, hotel, printing, etc) must be part of the total cost
