Discovery, Management and Communication • Participate in scheduled and ad hoc management meetings at least monthly with the state MEP coordinator and his/her designee(s) to discuss ongoing MD MEP activities, jointly plan MEP activities and provide expertise and support to the MD MEP team. Identification and Recruitment Research Support • Support a system to identify potential areas of outreach, plan onsite recruitment efforts, document the Identification and Recruitment (ID&R) activities that happen throughout the state and will train MD MEP users on the system. Identification and Recruitment and Service Provision in Non-MEP-funded Districts • Collaborate with the state MEP coordinator and staff to review data and prioritize locations for recruitment. • Conduct the identification and recruitment of all eligible migratory children and youth in districts that are not funded by the MEP. • Conduct needs assessments for new migratory children enrolled into the MD MEP in nonMEP funded districts. • Complete Out of School Youth (OSY) Profiles for migratory youth enrolled into the MD MEP in non-MEP-funded districts. • Refer and advocate for eligible migratory children and youth to receive services from Local Education Agencies (LEAs) and community organizations to support their needs. MD MEP Quality Control Policies and Procedures Support and Training • Provide recruiter training to ensure that recruiters, and all other staff involved in determining eligibility and in conducting quality control procedures, know the requirements for accurately determining and documenting child eligibility under the MEP. • Examine each Certificate of Eligibility (COE) to verify that the written documentation is sufficient and that, based on the recorded data, the child is eligible for MEP services. • Conduct prospective re-interviews for the 2024-2025 school year. • Support the State Education Agency (SEA)’s implementation and documentation of the quality control policies and procedures. Service Delivery Plan (SDP) • Facilitate finalization of the SDP in consultation with the MD MEP. • Collaborate with the MD MEP to conduct sessions with MEP funded LEAs to support SDP implementation.
