The vendor will oversee a safety belt observational survey to evaluate safety belt use in Vermont after the annual May Buckle Up/”Click It or Ticket” enforcement mobilizations in 2025 and 2026. The vendor will also compile and analyze the survey data to calculate the three values needed to complete the National Highway Traffic Safety Administration (NHTSA) State Seat Belt Use Survey Reporting Form (weighted usage rate, standard error rate, and non-response rate) for each year of observation. Finally, the vendor will provide comprehensive narrative reports summarizing all activities undertaken for the observation surveys, identifying any differences among regions, vehicle types, gender, and/or passengers/drivers.
