A. The contractor will gather data, including making copies of all COEs for migrant families who are part of the random and replacement sample. This includes re-interviewing families of migrant students who were identified in the samples. B. The contractor will complete 30-50 re-interviews during the Summer MEP. When available (typically June), the State Secured File system will send selected COE copies to the contractor from the ND OME. As soon as the COEs are delivered, the contractor may begin contacting families to schedule a re-interview time. C. The contractor will re-interview migrant families each year. The families will be randomly selected from a list of students identified as eligible for the migrant program during the program year. Program years begin September 1 and end August 31 of the next year. D. Contractor will be required to provide re-interview forms with questions that align with OME’s guidelines for eligibility determination. Eligibility forms must comply with OME’s eligibility rules. Re-interview forms must be provided to ND OME for preview and input. E. The contractor will be able to provide research background knowledge in identifying statistically valid sampling and develop a summary report acceptable to OME expectations. F. Contractor will conduct re-interviews using best practice guidance from OME, Migrant NonRegulatory Guidance, and Migrant Re-interviewing Guide.
