Specifications include, but are not limited to: qualified supplier who will provide an Employer Health Coverage Optimization Solution (EHCOS), an integrated solution for employers seeking health coverage for their employees. Suppliers will need to be able to provide an enrollment platform, decision support tools, data integrations with multiple issuers, HRA establishment and management, and consumer service support for employers, employees, and agents. Georgia Access is seeking a qualified Supplier to provide, implement, and operate GA Access for Business, an employer health coverage solution separate from current SHOP functions. The solution must allow data entry of employer company information and employee census information. It will guide the employer in articulating their health coverage goals, and then help determine the best coverage path. The decision support tools must evaluate several possibilities in an unbiased manner, including new or renewing commercial group coverage, coverage under the current SHOP program, establishing an Individual Coverage Health Reimbursement Arrangement (ICHRA), or establishing a Qualified Small Employer Health Reimbursement Arrangement (QSEHRA). If SHOP or commercial coverage is found to be best, the platform will provide information and links for the appropriate next steps, but not support these flows further. If ICHRA or QSEHRA plans are selected as the best option, the solution will also facilitate employer plan set-up and conduct outreach to employees. It will also facilitate employee plan selection and enrollment.
