The Scope of Work described in this section includes tasks and responsibilities necessary to accomplish the purpose and objectives of the project. Travel in March 2025 with POST civilian team members and sworn instructors to a conference to gather information on any cutting-edge mental health and wellness training. This will serve as part of Phase 1 to gather potential solutions for gaps identified in the current curriculum. Additionally, the POST team with the subject matter expert will submit to present on the process and/or outcomes of the program at a national conference (Yet to be Determined). All travel arrangements will be made by POST for vendor. Reimbursement will be paid by the Department of Public Safety in accordance with Utah Administrative Rule R25-7 Travel Related Reimbursements for State Travelers. The vendor will be paid up to 8 hours a day at $81.25 an hour while attending the conference. GAP Analysis and Ongoing Research Review: POST will work with the SME to provide a report on reviewing the current curriculum, the newest research, and opportunities for curriculum development. This analysis will include a report to the POST team to identify where efforts should be targeted for augmentation and integration. This will also include administratively supporting the focus groups of stakeholders and providing a report on any focus group meetings. Phase 1. Academy Curriculum Development and Training: 20 hours of coursework and integrated activities are predicted to be developed. Each hour of coursework and activities takes approximately 10 hours of development, with an additional 5 hours per coursework hour dedicated to revisions throughout the process (i.e., a total of 15 hours of development + review per classroom hour). The initial development will occur over Phase 2 of the project with a revision from instructors and cadets and will incorporate Crisis Response Planning (CRP). Training for CRP for a state agency for initial training cohorts in Year 1. Part of these training courses will include POST instructors as well to help support sustainability. Instructor Development: Developing competent instructors and a wide pool of those who can instruct is imperative for the sustainability and growth of this program. This cost will cover leadership and training development support (e.g., Arbinger Institute) as well as Train-The-Trainer (TTT) model training provided by subject matter experts for POST staff and instructors. Initial Instructor Program: Train-the-trainer programming will be developed for the general instruction with the curriculum and instruction developers and subject matter experts. This will provide and create a sustainable pool of individuals who are trained in the curriculum. There will also be supporting documents created to help with in-house fidelity and development. These trainings will follow a see-one, do-one, teach-one with individualized feedback from master-trainers and a measurable outcome of competency to determine when trainers are ready to train on their own.
