The City of Pocatello seeks the services of a Consultant to complete a housing plan for the City of Pocatello. Primary activities of the Consultant shall include: existing conditions and community analysis; perform a housing needs assessment including an identification of constraints or barriers to housing needs; community engagement and outreach; identification of strategies including public policy recommendations to achieve desired goals and objectives. The goals of this housing plan are to: I. Reduce the regulatory cost of housing; II. Housing needs assessment; III. Preserve the existing housing stock; including preserving affordable and attainable housing for low-tomoderate income families, as defined by the area median income; IV. Expand the resources available for housing programs and services; V. Address the needs of low-income and special needs populations a. Special needs populations are groups of people with unique housing needs, such as people with disabilities, the homeless, and people with mental illness, including but not limited to: i. People with disabilities: People with physical, sensory, or developmental disabilities, including those who use mobility devices ii. People with mental illness: People with serious mental illness, bipolar disorder, posttraumatic stress disorder, or schizophrenia iii. People with substance abuse disorders: People who are chronic substance abusers iv. People experiencing homelessness: People who are homeless or at risk of becoming homeless v. Survivors of abuse: People who are survivors of domestic violence, sexual assault, or human trafficking vi. People with medical conditions: People with HIV, cancer, diabetes, epilepsy, or other medical conditions
