1. Prepare and submit a Conflict of Interest Evaluation and Notification of Verification Services to CARB prior to the start of the verification services. a. Proposer must be able to evaluate and provide a Conflict of Interest Form as required by CARB. b. The potential for a conflict of interest between the Proposer and the City must be in the low to medium category, in accordance with Section 95133 of the Mandatory Reporting Regulation. If the potential for a conflict of interest falls in the medium category, the respondent shall state whether it can be mitigated to a level acceptable to CARB. 2. Conduct a project kick-off and coordination meeting(s). 3. A verification plan. 4. A data sampling plan. 5. An assessment whether the GHG emissions report is free of material misstatement and conforms with CARB's procedures and methods for calculating and reporting GHG emissions. 6. Monthly progress updates. 7. A list of findings including description of the issue and reference to the regulatory requirement in a timely manner that provides sufficient time for the City's review, evaluation, and corrective action, if needed, prior to the respective reporting deadlines for the Electric Power Entity GHG emission reports. 8. Verification report(s) and opinions(s). 9. Verification Statement to CARB is due on or before the verification statement compliance deadline of August 10 each year for each GHG emissions report. The City's expectations in meeting this compliance deadline are described in Section IV of the Scope of Services.
