District Overview Longview ISD is an elite public school district in East Texas, serving the city of Longview and its neighboring regions. Spanning nearly 200 square miles, the district educates a diverse student body of over 8,000 students from Pre-K through 12th grade. Background The Bipartsan Safer Communities Act (BSCA) was signed into law by President Biden in 2022. This legislation expands vital mental health services and provides additional support for States and districts to design and enhance initiatives that will promote safer, more inclusive, and positive school environments for all students, educators, and school staff. As a result of BSCA, 98 public school districts and open enrollment charter school systems, including Longview ISD have been awarded the 2024-2026 Stronger Connections Grant (SCG). The competitive Stronger Connections Grant designed to support the academic and nonacademic needs of students by providing safe, inclusive, and supportive learning environments which will result in improved academic achievement as well as mental, behavioral, emotional, and physical health and well-being of students. Project Information Pursuant to the provisions of Texas Government Code Chapter 2269, Subchapter F, it is the intention of the Longview Independent School District (the “District” or “Owner”) to select, via the two-step process, a Licensed Professional Counselor to establish and improve school culture, to produce strong relationships between staff and students, while addressing harmful, violent, and threatening behavior resulting in reductions in behavioral and disciplinary incidents, chronic absenteeism, incidents of bullying and harassment, and improved overall academic outcomes.as generally described in this Request for Qualifications ("RFQ").
