As stated above, the goal of this project is to design new tennis, pickleball and basketball courts, connecting paths and stormwater infrastructure at Gove Court. This design will rebuild the courts, add essential paths to the facilities to meet accessibility standards and provide stormwater retention as part of the city’s climate goals. This project is being divided into two phases, and all responses should respond to each phase. A. Phase 1: Task 1: Project Kick Off, Site Survey and Base Plans a) Review the Calahan Park Comprehensive Plan to understand the process and conceptual plan for the courts/Stormwater area of the park. b) Meet with Meet with City staff to discuss goals Calahan Courts and Stormwater design, project milestones, and deliverables. c) Site Survey of Courts and Stormwater Area. d) Overlay conceptual plans on accurate orthographic imagery and site survey to reconcile conceptual design with existing conditions. e) Develop Base Plans of the Courts and Stormwater. Task 2: Plan Development a) Draft conceptual designs/layout for internal review and discussion. b) Advance the concept design into final design. This should involve developing the following throughout each phase of the design process (30-75-90%) o Detailed Drawings o Opinion of Costs c) Identify all permitting and zoning requirements (local and stat). I. Provide permit application support for all project needs and coordinate responses and any necessary payments with Project Manager. II. Track status of permits and provide confirmation that all required permits have been obtained for the project. III. Provide all permit documentation (from application to final permit) to the City Project Manager. IV. City will file for and procure local permits at 75% design stage. d) Complete 100% construction drawings with front ends/written specifications f) Will require regular project meetings with Project Manager (at least bi-weekly) and may need to involve different members of the overall project team depending on status of the project. i. Coordination of these meetings will be done by the City Project Manager. g) Consultant will hold off on advancing to a new design stage until the Project Manager has signed off on the last round of plans and specifications to ensure the design and layout are meeting the City’s expectations. h) Final Design plan set will be produced and should include all design features. o Final Deliverables will include Courts and Stormwater Base Drawings and Courts and Stormwater Final Drawings (in .pdf and .dwg format) shall include all points necessary for the layout of the courts. Courts and Stormwater Project – Development of bid package (bid documents, contract plans, specifications and cost estimates). B. Phase 2: Bid Documents through Construction Management 1. Provide a complete set of construction plans and specifications to be used by the City during the bid process in order to obtain a construction contract for the project. 2. Serve on construction contractor review team (to also include other City Staff). i. Respond to and coordinate responses to all construction questions about the design in a timely fashion. ii. Evaluate proposals to determine award of contract. 3. Provide construction project management and respond to design questions and construction issues as they arise. i. Consistent site visits are required to observe construction progress and confirm the intent of the design is properly executed, life safety measures are in place prior to occupancy, and perform any required due diligence responsibilities. ii. Support Project Manager in ensuring a high level of quality/fit & finish work. iii. Assume three on-site meetings: bid site visit, construction kick-off and punch list/project completion. Lead weekly project meetings. BPRW’s Project Team includes, but is not limited to: Parks Planning, Grounds and Maintenance Teams, and Department Director. External Project Team may include the City’s Accessibility Committee and the Office of Racial Equity, Inclusion and Belonging (REIB), Department of Public Works, Water and Resources Division.
