This RFP seeks to respond to the needs of people who are experiencing unsheltered homelessness and address the concerns of the community. It is understood that people who are experiencing homelessness need varying levels of engagement and support. Experienced providers are encouraged to develop collaborative proposals working with other service providers (e.g. housing, addiction treatment, mental and behavioral health programs, voluntary food groups, night shelters, outreach and employment, etc.) to meet the complex needs of this population. The City of Portland (City) requests proposals from qualified Community-Based Organizations (CBOs) with demonstrated experience in operating and managing temporary shelters of varying types for adult or other individuals experiencing homelessness. Defined terms in this RFP are listed in the attached sample price agreement. Organizations may apply to provide any or all listed services and should indicate in their response which type of service(s) you are able to provide. Those proposing to do work under this RFP are referred to in this document as Contractor(s). The selected Contractor(s) shall be expected to work closely with designated City of Portland personnel to perform the tasks described generally below. While services will vary by shelter model, shelter types encompassed by this RFP must: • Prioritize low barrier models, though other models will be considered with justification. • Serve adults (18+) only. • Be an easily accessible site with onsite staffing and support. • Have, at a minimum, a ratio of 1:20 staff to program participants. • Treat shelter guests in accordance with the principles of trauma-informed care and Assertive Engagement, as defined by Multnomah County. • Not expect participants to engage in faith-based activities as a condition of their program participation. • For all but the Day Shelters (Service Model 3, as described below), include access to hygiene, snacks and/or meals, and sleeping facilities, providing individuals with a safe and clean space to sleep and rest.
