a. Allow CDOS to automatically enroll all voters with an email address or mobile telephone number in their registration records to receive ballot status notifications by email or text or both, and allow those voters to select, change, or disable available system preferences or opt out of receiving ballot status notifications altogether. b. Allow any active voter to enroll to receive ballot status notifications in one or more supported message formats (email, text message and/or voice call), to change their desired notification from time to time, and to stop receiving ballot status notifications altogether. c. Send messages to enrolled voters in the formats specified, based on ballot status information contained in data files periodically provided to Offeror by CDOS from the statewide registration system (“SCORE”)
