The Worcester Housing Authority (WHA) is seeking an outside Contractor to provide towing and storage services for unauthorized vehicles found on WHA properties. The Contractor shall provide towing, dispatch, and storage services for the WHA twenty-four (24) hours per day, seven (7) days per week, including holidays. The WHA expects to tow on average, 200 vehicles, annually. In addition to providing towing services, the contractor shall provide periodic patrol services at WHA’s administrative, warehouse and residential properties at the request of WHA Property Managers or other authorized individuals designated by the WHA. Situations requiring towing shall include: 1. Vehicles parked in handicap spaces without permits. 2. Vehicles parked in fire lanes. 3. Unauthorized vehicles parked in resident spaces. 4. Identified unregistered vehicles. 5. Vehicles without proper parking permits. 6. Abandoned vehicles. 7. Vehicles parked on grass/curb of developments. 8. Vehicles blocking dumpsters. 9. Otherwise unlawfully parked vehicles. 10. Upon the WHA’s request. TOWING SCHEDULE EXPECTATIONS Upon award of the contract, Contractor will conduct regular patrols of the designated properties between the hours of 5PM until 7AM, Monday through Friday, inclusive. On Saturday and Sunday respectively, unless otherwise stipulated by the designated WHA authorized individual(s), patrols shall be conducted throughout the entirety of each day. Through each patrol, Contractor shall review vehicles for display of issued authorized decals or hangtags. If a vehicle is found to be parked in designated resident parking areas without the issued decal or hangtag, it will be deemed an unauthorized vehicle and may be towed without further agency authorization. HANDICAPPED VEHICLE TOWING EXPECTATIONS The WHA does not seek to tow vehicles displaying a valid state issued Handicapped license plate or placard as a standard practice. If a vehicle is observed parked in the reserved resident spaces with a valid Handicapped license or placard displayed, but does not have the required decal, Contractor will photograph and notify WHA. WHA will then inform contractor when the vehicle may be towed on future visits. Vehicles illegally parked on grass, entryways, or obstructing the free flow of traffic even if displaying valid handicapped license plate or placard, may be towed at the vehicle owner’s expense.
