A. Portfolio Review and Gap Analysis Deliverables o Conduct a review of the current suite of reporting tools, identifying redundancies, inefficiencies, and gaps. o Conduct a landscape review of at least 5 other data reporting websites to identify and document best practices and state-of-the-art technologies for meeting user needs. o Deliver an interim report in the form of a presentation and written document, tailored for DESE’s internal audience, detailing the strengths, weaknesses, and top user needs to guide subsequent phases. This review will include a detailed assessment of DESE’s major reporting tools. B. User Research and Engagement Deliverables o Develop plans for user needs discovery, creating survey and interview protocols based on input from agency leaders and findings from the portfolio review. o Conduct user surveys, focus groups, and interviews targeting key stakeholders, including school staff, parents, students, the general public, and policy analysts. o Summarize findings in an interim report that highlights user preferences, pain points, and unmet needs, along with recommendations for best practices. C. Business Process Review Report and Recommendations o Develop a Business Process Improvement Recommendations Report. The vendor shall make recommendations for business process changes to improve the efficiency and effectiveness of the reporting framework currently being delivered by EOE IT to support DESE business needs. In developing this report, the vendor shall: • Balance the goals of minimizing the number of technologies that EOE IT must use to develop, manage, and maintain these systems versus the reasonableness of supporting multidepartment requirements through one system, given the market options; • Identify and compare alternatives for implementing the workflow processes; • Analyze the costs, benefits, impacts, risks, and return on investment (ROI) associated with each strategy; and • Apply the findings from the Best Practices Report and the Landscape Analysis to leverage emerging technologies. This document must include a roadmap that defines the recommended approach, key actions, resource requirements, and timeline for implementing the proposed solutions, identify opportunities for quick wins, and assess stakeholder readiness for the proposed changes.
