1.1 Engineering Services During Construction – CONTINGENT The consultant provides construction management and inspection services during construction. The consultant shall perform the following engineering services during construction (ESDC): Provide a resident inspector during construction. Manage and coordinate Consultant Team engineering support during construction. Coordinate, prepare for, attend, and provide notes for one pre-construction and all weekly construction progress meetings. Consultant shall provide appropriate staff for topics being discussed. Review, approve or reject as necessary, and document the construction contractor technical submittals, shop drawings and work plans for compliance with the contract documents. Consultant shall anticipate two review cycles for all submittals. Initial submittals shall be acted upon as promptly as possible, and in all cases within 20 calendar days of receipt with the exception of construction contractor payment applications which must be reviewed within 10 days of receipt. Resubmittals shall be acted upon as promptly as possible, and in all cases within 15 calendar days of receipt. Review, document, recommend specific actions, and respond to all requests for clarifications. Interpret the technical content of the drawings and specifications with respect to requests for clarification and deviation from them. Prepare drawings/sketches, specifications and cost estimates for contract modifications as requested by the PMT. Review and prepare documentation in response to construction contractor claims as requested by the PMT. Prepare costs estimates and assist in negotiations as requested. Attend construction issues meetings as requested by the PMT. Attend one substantial completion field inspection of the work and one final inspection of the work. All inspections shall be considered separate and individual field trips. Review and clarify construction contractor’s “red-line” markups of original contract drawings. Incorporate contract addenda, field orders, and contract modifications ensuring the completeness and accuracy of the drawings. Conduct field visit of completed facility and review markups with the CM, construction contractor, and property manager as necessary. Prepare draft record drawings that account for “red-line” markups. Incorporate contractor’s as-built survey data into the original contract drawings. Submit draft record drawing information in electronic and hard copy formats for PMT review. Following PMT review, submit a final draft set of electronic and hard copy formats that incorporate all DNR comments. Upon PMT acceptance of the final draft set, submit final record drawing electronic sets. Deliverables associated with this task include: Meeting notes All correspondence and documents related to submittal review and construction oversight Draft and Final Record Drawings
