1. Introduction Adult day services is a licensed community-based group program designed to meet the needs of aging and people with disabilities through individual plans of care. They are structured, non-residential programs that provide social, health and related support services in a protective setting during part of the day but for less than 24 hours. Seniors and people with disability who attend have an opportunity for socialization with peers, staff and volunteers, and for participation in structured activities. Family caregivers have an opportunity to experience a relief-break from caregiving, knowing the person in their care is in a safe environment with the benefits of companionship and social interaction. 2. Programs A. Oregon Project Independence (OPI) 1. Qualified individuals may receive a set amount of service hours per month determined by an assessment conducted by DAVS staff following OPI OARS Chapter 411, Division 032 . 2. Contractors typically serve on average between 5-10 clients annually. 3. A typical OPI client receives on average 16 hours per month unless an exception is granted for more. 4. These hours may be split between in-home care and adult day services. 5. Persons to Be Eligible/Target Population - The target population for in-home services are persons age 19 to 59 with a physical disability, and persons age sixty (60) and older, who require assistance with activities of daily living and the provision of medically related services without which they would be at risk of institutionalization. B. Family Caregiver Support Program (FCSP) 1. Qualified individuals may access a specific one-time benefit of care hours through contracted agencies. 2. The intent of these hours is to provide a relief break to the primary unpaid family or friend care partner. 3. Respite hours are expected to be used within 3 months and depending on funding may be authorized for a one-time benefit of 18-36 hours/client or more by exception. 4. Persons to Be Eligible/Target Population - The target population for Family Caregiver Support Program Services are unpaid family and friend caregivers (age 18 years or older) caring for someone over the age of 60 years, any age with a dementia related diagnosis, an older relative (age 55 or older) raising a relative child, or a parent living with and caring for an adult child with disabilities.
