The site consists of 0.26 acres of land referred to as Plat 30, Lots 674 and 675. The two parcels that comprise the site have the following municipal addresses: 34 Fuller Street (Lot 674) and 37 Westfield Street (Lot 675). The parcels are owned by West Elmwood Housing Development Corporation (WEHDC). The planned composting facility redevelopment is being conducted by Groundwork RI (GWRI), who currently leases the site from WEHDC. The site has been undeveloped and unoccupied since approximately 1985. Between 1970 and 1985, the site was utilized as an asphalt-paved parking lot for the nearby former Goodyear Footwear factory, and between at least 1899 and 1970 the property was developed with various residential structures and wagon sheds/automobile garages. Investigations of this site have identified lead, polycyclic aromatic hydrocarbons (PAHs), and petroleum hydrocarbons. This RFQ is for the construction of a remedial cap only and all work associated with construction of said remedial cap including clean fill, placement of a geotextile fabric, installation of asphalt and/or concrete, construction of a concrete retaining wall, and placement of a fence.
