The following scope of work is intended to guide preparation of the UDO draft and Zoning Map update with a general framework. The final scope of work will be flexible and will reflect modifications based on County staff discussions with the selected consultant. Firms are encouraged to propose innovative and creative strategies for the project. a. Analysis of existing ordinances to assess ease of use and efficiency, consistency, accuracy and compliance with SC state law. b. Thorough review of the Comprehensive Plan – The Plan should serve as the foundation for the ordinance updates. c. Develop framework for new UDO based on input from Staff, Planning Commission and the community. The framework should be user friendly and make use of graphics and charts for ease of use when possible. d. Draft UDO document with text, charts, graphics and appropriate references. Document should be organized in a searchable format with appropriate cross references. Specific areas to address include, but are not limited to the following: a. Incorporation of recommendations and goals from the Land Use Element including new zoning classifications as needed, a possible reduction in the number of zoning classifications, affordable housing incentives, design guidelines and a method for including cultural overlays...
