a. Provide and utilize necessary personnel and equipment to remove water chestnut infestations manually in designated areas. Final approval of handpulling, and disposal methods and locations will be determined by the State. b. Employ a crew of at least five to eight (5-8) hand pullers working full time for approximately twelve (12) weeks (weather permitting). The hand pullers will work together or in crews using personal watercraft (kayaks) in designated areas. Handpulling activities will be coordinated between the State and the Contractor. c. Provide personal watercraft (kayaks), personal flotation devices (life jackets), collection devices, and appropriate gear for all crew members. d. Provide water safety training to all crew leaders and members by an accredited organization. e. Provide a project operations manager who will be on-site all day each workday for overall project supervision. The project operations manager will coordinate with the State, the control activities and will continually provide updates on the progress of the fieldwork. f. Dispose of spoils on shore at a State designated non-wetland site above the high-water level of the lake. When necessary, large amounts of spoils may be off-loaded to a motorized watercraft where spoils are off-loaded to a designated location above the high-water level of the lake, and if available, a barge or a larger watercraft. g. Provide daily harvesting data, including site locations, rosette numbers, hours at each site, access information, marked maps or GIS maps of harvesting locations to State electronically and at the end of the season in an excel file and in a Final Report. h. Before the commencement of the project, provide written documentation to the State describing the spread prevention measures that will be undertaken to ensure that no non-native species are transported to project waterbodies with the required project equipment (e.g. boat, trailer, gear). At a minimum, prior to any work occurring with equipment that has been in or on any other waterbody, the contractor shall comply with 10 V.S.A. §1454 and the Voluntary Guidelines to Prevent the Spread of Aquatic Invasive Species through Recreational Activities, Aquatic Nuisance Species Task Force, November 2012. i. Be experienced in business management practices including but not limited to: past experience hiring and overseeing a crew of workers in the field; maintaining work logs and time sheets; processing payrolls; and agreeing and adhering to both insurance and workman’s compensation compliance as specified in Attachment C, as well as, income tax issues. Contractor shall submit and upload detailed invoices to https://anronline.vermont.gov/home. Invoices and deliverables must include the contract number as well as an itemized description of completed deliverable(s) achieved during the invoice period. j. Provide coverage for “Liability of Coverage for Marine Operation” if the contractor (and their insurance provider) deems it necessary for this type of project.
