The Town of Coventry, Vermont, is seeking qualified engineering consultant(s) to complete an ice jam study to determine mitigation options for reducing flood risks associated with the occurrence of ice jams.This project is funded by Vermont Department of Public Safety under the Building resilient Infrastructure and Communities 2022 program. Background: The focus of this study is the Town of Coventry, which contains long stretches of the Black River and Barton River in Orleans County, Vermont. Aside from these two rivers, flood areas exist in town along Stony Brook, Day Brook, Alder Brook, and Trout Brook. These areas are fragile and vulnerable when flooding occurs. Several main routes for transportation are within the study area, which have been known to flood in previous years. Ice jams resulting in flooding have occurred near the bridges of Route 14, Back Coventry Road, Heermansville Road, and Route 105/Route 5. Previous ice jams in Coventry have been known to occur due to flash flooding, periods of quick warming, and thaws within winter and spring. Flooding of these areas has the potential to cause structural damage to homes and businesses, especially along Route 105 and Route 5. In the past, one business and five houses located on Main Street have been impacted by ice jams and have experienced flooding. The major concern within Coventry with regards to ice jams is the structural damage that has the potential to occur to the many bridges within town. Service Requested: The scope of work is intended to develop a plan for action to reduce the flooding of the Black River in the Town of Coventry. The consultant(s) will scope flood mitigation options, develop final plans for the preferred method, a benefit Cost Analysis, and a complete application for funding for implementation. The successful consultant proposal will include these services: Project Kickoff: The consultant(s) will meet with local officials and project managers to identify and confirm intended methodologies and deliverables, previous studies and data for consideration, and a public outreach plan.
