The County of Riverside Purchasing Department, on behalf of the Department of Housing and Workforce Solutions (HWS), invites eligible respondents to submit a proposal more specifically described below. The Housing and Workforce Solutions/Workforce Development Division (HWS/WDD) is issuing this request for proposal (RFP) to identify and select one or more qualified respondents to provide youth services as allowed under Title I of the Workforce Innovation and Opportunity Act (WIOA) and other funding sources, as they become available, for Riverside County. The number of awards will be determined by the quality of the proposals received and to ensure services are provided throughout Riverside County. WIOA Youth Program formula funds are provided to local workforce areas to deliver a comprehensive whole-person strategy that provides an array of services to Opportunity Youth (ages 16-24). Services assist foster, unhoused and justice involved, out-of-school and in-school youth and young adults facing employment barriers and need multiple pathways to access quality jobs. These pathways should include opportunities to prepare for and succeed in post-secondary education, including earning college credits. Critically, skills-based approaches must be prioritized, providing individuals with the practical training employer’s demand. The goal is to ensure these individuals can attain educational and/or skills training credentials, ultimately leading to secure employment with genuine career and promotional opportunities. The respondent(s) selected through this RFP will coordinate with HWS/WDD and its partners to provide and promote top quality, integrated, non-duplicative youth services that align with the Riverside County HWS/WDD Local and Regional Plans.
