A. Benefits Evaluation and Recommendations- To be completed within 90 days of the start of the contract. 1. Conduct a comprehensive review of current benefit plans and provide recommendations to improve cost-effectiveness, compliance with regulations, and satisfaction among employees. 2. Provide benchmarking analysis against similar municipalities and periodically once retrained prepare benefit market analysis to other municipalities to ensure the City offers a comparable overall benefits package and maintains a competitive edge in benefits offerings. Assist the City in development of long-range planning for health insurance/opt out program, vision, dental, flexible spending, life insurance programs and paid time off inclusive of cost-benefit analysis. 3. Review and analysis of the underwriting relative to the annual renewal proposals by health insurance carriers/administrators, prescription drug providers and dental, vision, life and flex spending carriers with recommendations to the City regarding financial arrangement(s), rates, risk levels, payment arrangement, terms and conditions and related matters.
