A. The Town seeks proposals from qualified contractors for the operation of the Concession and/or Retail Facility at Stephens Field. Such use will be permitted through December 31, 2025, with the potential for two (2) one-year extensions. B. The Concession and/or Retail facility shall be operated based on the schedule submitted by the bidder. C. At no time shall the facility be open when the public restrooms are closed. A separate contract is issued to a Town Cleaning Vendor for the opening, closing and cleaning of the restrooms, from April 1st through October 31st. Restrooms will be opened daily at 9:00 a.m. and closed at 8:00 p.m., seven (7) days a week. Cleaning will take place twice per day – midday and end of day at closing. If the bidder wishes to operate the facility prior to April 1st or after October 31st, the proposal must include a plan of the bidder performing these activities (opening, closing and cleaning restrooms). D. Please note that there is no grease trap provided at the facility, therefore, in accordance with the Town’s Board of Health regulations, fried foods shall not be allowed at the concession. The sale of such items as alcoholic beverages, tobacco products, and similar items is expressly prohibited. E. The successful bidder is solely responsible for supplying its own food, products, cleaning supplies, trash bags, and equipment for the Concession and/or Retail operations. F. The successful bidder shall ensure that any employee, agent, contractor, subcontractor, vendor and/or representative involved in the operation of the Concession and/or Retail Facility permitted by the License Agreement has successfully completed a Criminal Offender Record Information (CORI) and Sex Offender Registry Information (SORI) background check G. The successful bidder shall be responsible for monitoring the condition and functionality of the restrooms adjacent to the Concession and/or Retail Facility during each and every day of operation, at no expense to the Town. The successful bidder shall promptly report issues related to the condition and/or functionality of the restrooms to the Town and/or the Town’s restroom vendor. The restroom supplies are not to be used for any operations related to the Concession and/or Retail operations. H. Electricity and water/sewer for the Concession and/or Retail Facility is the responsibility of the successful bidder. The successful bidder will be required to contact Eversource and the Town to establish its own accounts for the facility. At no time may electricity or water be drawn from the Town’s restroom accounts for operation of the facility or for any activities related to the Concession and/or Retail operations. I. The Successful Bidder shall keep the Concession and/or Retail area clean and in good order at all times. All trash/garbage shall be properly disposed of or recycled where applicable. All delivery-related materials shall be disposed of at a municipal waste facility at the expense of the successful bidder. The Town reserves the right to require the successful bidder to supply its own dumpster. J. The Town reserves the right to allow other vendors to operate at the site on a case-by-case basis, usually for Town-sponsored events adhering to the Special Event Permit process. K. The successful bidder shall be responsible for acquiring, at its own expense, any necessary permits required by the Town of Plymouth’s Inspectional Services Department, Fire Department, and/or the Public Health Department. L. Payment by the successful bidder to the Town shall be made in full in the form of a cashier’s check or certified check only, payable to the Town of Plymouth and filed with the Finance Department, according to the following schedule: • 2025 – Full Annual Rent Payment due upon execution of the License Agreement. • 2026 – Full Annual Rent Payment due on or before January 1, 2026. • 2027 – Full Annual Rent Payment due on or before January 1, 2027.
