This RFR is for staff secure programs. This procurement is governed by the Master Prequalification Application (MSPQA). The applicable security and staffing ratios for staff secure programs are contained in the MSPQA, and there can be no deviation from requirements in the MSPQA for education, recreation, restraints, and physical management of the program shall govern this procurement. All programs must be licensed through the Department of Early Education and Care (DEEC). DYS seeks to procure at least five (5) distinct 24/7 staff-secure residential treatment programs (hereafter referred to as “staff secure treatment program” or “program”). For this procurement, “staff secure” is defined as a program in which the egresses are secured, and the bedroom doors do not lock. Security is maintained through staff vigilance, programming that constructively engages youth, and a system of behavioral supports and incentive procedures designed to prevent youth from departing without authorization. Each of the locations will have a twelve (12) bed contracted allotment, including Track 2. The Successful Responder will need to ensure licensing by Early Education and Care for additional capacity above their contracted allotment, up to fifteen (15) beds. The awards resulting from this procurement will be made for a period of three years, with the option of two (2) additional one-year renewals. The maximum obligation for these services during each fiscal year will be determined by the Chapter 257 rate established for this service model.
