The contractor shall provide Ongoing Analysis and Financial Advisory Services which include, but are not limited to, the following: A quarterly analysis of outstanding debt for refunding/refinancing opportunities; Assistance with rating agency presentations; Analysis of current and prospective municipal market; Analysis of financing techniques, methodologies, and trends; Assistance and advisement on debt management policies, including total debt and use of debt; Advisement on any proposed use of debt; Prepare, analyze, and advise on proposed debt scenarios; Representation in any financing negotiations, if requested by the City; Assistance with secondary market disclosure requirements; and Assistance with RFP preparation and proposal evaluation for any financing service necessary. The City will request the contractor’s services on either an hourly basis or through a written request for work. When initiating a request for work, the City will either schedule a meeting with the contractor (either in person or via telephone conversation) to discuss the required services, or will provide the contractor with written information regarding the services desired. The City’s request will explain in detail the scope of the required services including any specific instructions, standards and requirements, budget limitations, reporting requirements, required project completion dates, etc. The contractor shall ask any clarifying questions and provide an initial estimate of hours required to complete the task and a guaranteed not to exceed total price. If the initial estimate of hours required to complete the task is exceeded, the contractor must coordinate with the City and shall not proceed without the City’s written approval (via email is acceptable). All pricing shall be based on the firm, fixed hourly rates stated on the Pricing Pages. Any negotiations regarding the work being requested shall be conducted by the City. The contractor shall make any such changes as requested by the City and submit a revised request for work within a timeframe stipulated by the City. The decision by the City as to the acceptability of the request for work shall be final and without recourse. Upon acceptance of the request for work and written authorization to proceed by the City, the contractor shall perform the required services in accordance with the written request for work. The contractor shall understand and agree that services are typically required 3-5 business days from the City’s initial request, however shorter timeframes may occur.
