A. Deliverable #1: General Requirements Applicable to both Electronic Ballot Cure and Electronic Signature Submission Systems i. Both systems must comply with all requirements stated in sections 3.A Accessibility and 3.C Mandatory Requirements. B. Deliverable #2: Electronic Ballot Cure System – Functionality i. Offeror must implement and host an online platform and system enabling voters to remedy or cure specific deficiencies with their mail ballots from their mobile devices and personal computers. ii. The system must permit an eligible voter using a U.S. mobile telephone number to initiate a submission by texting a specific word or phrase approved by CDOS to a short code owned by Offeror, prompting the system to automatically reply to the voter’s text with the URL for the system’s online landing page. CDOS will include the phrase and short code in correspondence that county officials generate from the statewide voter registration and election management system (SCORE), approved versions of voter instructions, and in numerous locations on the CDOS website. iii. Military and overseas voters with non-U.S. telephone numbers must be able to access the system online from their personal computers and non-U.S. mobile telephone numbers. iv. The system must at a minimum require voters whose mail ballots have been held by election judges for curable deficiencies to authenticate themselves with their Voter Identification Numbers (VIDs). The system must verify the voter’s eligibility to cure a mail ballot by referencing data files periodically provided by CDOS listing every non-confidential voter whose ballot is being held for curable reasons. v. Offeror’s online landing page must display a digital version of the mail ballot cure affidavit and permit eligible voters to affirm that they returned or did not return a mail ballot for the election in question. CDOS will provide the text of and available choices for the mail ballot cure affidavit. vi. The system must permit eligible voters to affirm or sign the mail ballot cure affidavit by signing the touchscreen of their mobile devices or personal computers or by uploading or attaching an existing signature image saved on their mobile devices or personal computers. The system must display the signature image provided or selected by the voter and permit the voter to provide or select another signature image before completing the transaction and submitting their information. vii. The system must allow eligible voters to provide an acceptable form of ID by taking a photo of their ID with the camera of their mobile devices or personal computers or by uploading or attaching an existing image of their ID saved on their mobile devices or personal computers. The system must display the image of ID provided by the voter and permit the voter to provide another ID image before completing the transaction and submitting their information. viii. The system must populate in appropriate fields or areas of a mail ballot cure affidavit template in PDF format the information and data submitted by voters who use the system. The fields to be populated include the voter’s VID, name, county of registration, affirmation that they returned or did not return a mail ballot for the election in question, signature image, and the date and time of the voter submitted their information to the system. The system must append to each compiled affidavit the photo of acceptable form of identification submitted by the voter. CDOS will provide Offeror with the mail ballot cure affidavit template. ix. The system must transmit or upload the populated PDF form with appended image of acceptable form of ID to a designated file location on the CDOS SFTP site. The system must name completed affidavits with the submitting voter’s VID. The system must permit eligible voters to submit more than one cure submission, in which event the name of the PDF document should include the sequential number of the submission for that voter. As an example, if a voter with VID successfully completes a single transaction, the cure affidavit that the system compiles for that voter must be named 123456.pdf. If the same voter successfully completes another transaction for the same election, the cure affidavit that the system compiles and transmits to the CDOS FTP site must be named 12356-2.pdf.
