1. Provide non-motorized boats (kayaks, paddleboards, etc.) for public rental Saturdays, Sundays and Memorial Day, 10:00 am-5:00 pm from Memorial Day weekend until the weekend before Darien Public Schools close for summer break, currently anticipated to be Monday, June 16, 2025. Rentals must then be made available daily 10:00 am-5:00pm, from the day following the close of Darien Public Schools for summer break, through and including Labor Day. Proposers should specify the number and type of non-motorized boats available for rental. It is possible that the hours and days of operation will be adjusted as demand warrants. Proposers should also provide a proposed fee schedule for all boat types offered for rental and for lessons. 2. Offer lessons in the safe use and enjoyment of non-motorized boats to the public. 3. Offer other special uses and programs using non-motorized boats to be determined by agreement between the Contractor and the Town of Darien Parks & Recreation Department staff. 4. Accept advance reservations and on-site walk-up traffic for rentals and lessons. 5. Provide adequate on-site staff. Proposers should describe a staffing plan including positions requiring certifications and background checks on all employees. 6. Provide a temporary structure (tent, etc.) that is no more than 10’ square on boat rental days for rental operations. Temporary structure must be removed at the end of each boat rental day. 7. Provide Coast Guard approved appropriate personal flotation devices (PFDs) for customer use and assist customers with correct sizing and fitting. 8. Limit boat rentals to customers 18 years of age or older. An operator must be at least 16 years of age to take a rented boat out alone, and must have a parent or guardian sign the Town approved release form. Customers under 16 years of age can be in the rented boat with an adult as long as the PFD fits the recommended age and weight of customer. 9. Provide temporary storage area (e.g., racks in designated area at Weed Beach) for Contractor’s non-motorized boats. The Town of Darien will not be liable for any items that are damaged or stolen while on site. 10. Work with Darien Parks & Recreation Department staff to identify storage options for Contractor’s PFDs and paddles. Ensure that the boat rental operation area is free of debris, litter, etc. throughout all hours of operation and at the end of the operation day. 12. Work cooperatively with Darien Parks & Recreation staff to promote and market paddling opportunities at Weed Beach. 13. To assess boat rental operations, submit transaction data on June 15th, July 15th, August 15th , and September 15th to the Darien Parks & Recreation Department. Include the following information: Darien resident or visitor, type of boat rented, fee(s) charged and any other relevant information deemed appropriate by both the Town of Darien and the Contractor.
