The City of Spokane, through its Code Enforcement and Legal Departments (hereinafter “City”) is initiating this Request for Proposals (hereinafter “RFP”) to solicit Proposals from Firms interested in providing residential rental housing tenant relocation assistance program services. There are circumstances when a dwelling is deemed to be substandard, unfit for occupancy, or a chronic nuisance. These determinations typically involve “do not occupy” and related orders from City officials such as the Building Official, Fire Marshal, or Spokane Police Department. Primarily, these orders are issued related to abandoned properties, open and unsecure structures and situations regarding unauthorized occupancy. These situations do not typically involve relocation assistance; however, when such orders are issued in landlord/tenant situations, and when the owner or responsible party fails to take adequate corrective action to resolve the substandard conditions and/or chronic nuisance conditions, displaced tenants may qualify for relocation assistance according to RCW 59.18.085. Landlord/tenant, long-term rental residential situations are the focus of this RFP.
