The following will be the responsibility of the selected firm: • Develop, in conjunction with SHA, a comprehensive strategic phasing plan for the proposed Revitalization Plan. • Direct and fund pre-development activities including environmental and geotechnical testing, architectural and engineering work, analysis of the condition of existing utilities at the site, site analysis and surveys, rezoning (if necessary), market analysis, and financial feasibility. • Prepare financial applications to potential financial partners and governmental and non-governmental funding sources. • Coordinate/prepare as necessary required HUD submissions, including MixedFinance plan, FHEO, Part 58, SAC, RAD etc. • Assist in training and employment opportunities to Section 3 individuals. • Encourage participation by M/WBE and Section 3 firms throughout the Revitalization Plan.
